What is 100% as a decimal? It is 1.  Therefore multiplying any number by 100% is the same as multiplying it by 1 which gives the same number as before.

If you divide by 100%, then as a fraction it would be the original number divided by the original number.  ie 5/5 or 2/2.  This always gives the answer 1 because the top is the same as the bottom.
