-2x + y = 8

3x + y = -2

in this case solve either equation for y (it is easier)

so -2x + y = 8 is equivalent to y = 2x + 8

then substitute 2x + 8 into the 2ns equation for y

3x + (2x + 8) = -2

combine like terms on the left 5x + 8 = -2

subtract 8 from both sides 5x = -10

divide both sides by 5 and x = -2

now substitute x = -2 into either equation to get y

(-2)(-2) + y = 8

4 + y = 8 so y = 4

final answer (-2,4)
