If the numerator (9) is greater than the denominator(4), then you need to divide the numerator by the denominator to get the whole number - the whole number is the whole, completed quotient. The new numerator is the remainder.

9/4 = (4 + 4 + 1) /4

=8 / 4 + 1 /4

= 2 1/4
