what is the 2 numbers that when rouded to the thousand place have an estimated sum of 10,000

There are an infinite number of solutions.

Pick a number that goes out to the thousandths place, then do 10000 - that number:

Let's say 1234.567 and we do 10000 - 1234 = 8765.433

We have 2 numbers 1234.567 and 8765.433

On each number add whatever numbers you want to the end, as long as the first digit is 1:

1234.5671543781205483510

8765.433157483105743802957438

The sum of those two numbers round to 10000.000?????.  The ?????s total to less than 5????, so 10000.000????? rounds down to 10000.000.
