The way you should probably look at it:

Any digit x in the hundreds place is 10 times the value of that same digit x in the tens place.

The nitpicky way of looking at it:

The value of the digit 7 in anything can't be 10 times the value in anything else because there is no digit x such that 10*x = 7.

The value of the digit 7 in 34,725 is the same as the value of the digit 7 in 9,873.  Their values are both 7.
