If 1999 is considered to be a word, then that's 8 words.    But how many lines is that?  Is it 3 lines, the way it appears on the site above?  Or is it 1 line like this:

CONSTITUTION OF THE FEDERAL REPUBLIC OF NIGERIA 1999

Excerpt from Chapter 1:
