You could just do it as a straight division problem.

But let's try to reduce a bit. Start with 5.2 / 191.36

Multiply the top and bottom by 100, giving us 520 / 19136

Factor 520 and 19136 like this

520:  2 * 2 * 2 * 5 * 17

19136:  2 * 2 * 2 * 2 * 2 * 2 * 13 * 23

Dividing by some numbers (like 2 or 5) will give us an answer that will end up with a remainder of zero at some point.

Dividing by other numbers (like 3 or 7) will give us an answer that will never end up with a remainder of zero.  Example: 1/3 works out to 0.333333 (threes forever), so we never get a remainder of zero.

In the bottom of the fraction we have 19136, which factors to 2 * 2 * 2 * 2 * 2 * 2 * 13 * 23.  If we ignore the 2's, then we have 299 (13 * 23) on the bottom.  Dividing by 299 will produce an answer that will never give a remainder of zero.

So since 19136 has 13 and 23 (making 299) as a factor and that factor is not canceled out by a 13 and 23 on the top of the fraction, there is no way to do 5.2 / 191.36 and reach a remainder of zero.
