They are clearly not proportional. You can either use logic or cross multiplication to figure this out. For cross multiplication, you would do 5x10=50, and 3x6=18. 50 and 18 aren't the same, so they are not proportional. Or you could use logic and realise that 10 over 6 is NOT 3 over 5.
