To whomever it may concern,

I am considering petitioning California, USA, to use a Flat Income Tax combined with a Negitive Income Tax, on Income less than US$24,000, on CA State tax forms.

Do I convert progressive tax rates to flat tax by addding the different percentages, then dividing by how many there are? For example, if my tax brackets are 0%/8%/12%/16%/20%, is my new flat tax 14% (8+12+16+20/4), 11.2% (0+8+12+16+20/5), or something else entirely?
