The question is ambiguous, but do you mean (16q⁹+r⁶)/(8q³/(2r))?

If so, 2r(16q⁹+r⁶)/(8q³)=32q⁹r/(8q³)+2r⁷/(8q³)=

4q⁶r+r⁷/(4q³).
