You have to write it in standard form of a linear equation.

We need the slope, m.
y = mx + b
y - b = mx
m = (y - b) / x

y = -3
b = 2
x = 7

m = (-3 - 2) / 7
m = -5/7

The equation is:
y = -5/7 x + 2
