if the slope is 0 then
[(y--2)/(4--8)]=0

then you cross multiply and get
[y--2]=0
which is the same as

[y+2]=0
then you move 2 to the other side of the equal sign by subtracting it from both sides of the equal sign like this
[y+2]=0
-2 -2

and you get
y= -2
