-12x+3y=-51, divide through by 3: -4x+y=-17.
But if we arrange this we get y=4x-17, the same as the first equation.
So in effect we only have one equation, which has an infinite number of solutions because it defines a relationship between x and y, which is the graph of an infinitely long straight line.
