To convert 2/3 into decimal divide 3 into 2.000... as many noughts as you need. So 3 goes into 20 6 times: put a 6 in the answer immediately after the decimal point. There's a remainder 2 making 20 with the next zero. 3 goes into 20 6 times with 2 over, so we write another 6 next to the previous 6. And so it goes on and on and on, recurring. It's called a recurring decimal and it goes 0.6666... forever. Rounded up the last 6 becomes 7, so if the answer was needed to four places of decimals we would write 0.6667. Why the zero before the decimal point? It's to prevent the decimal point from being overlooked or lost because of its smallness. So 4 and two thirds is 4.6667 to four decimal places.
