A decimal greater than zero but less than 1 is a fraction. For example, 0.25 is a fraction 25/100 which is a quarter. It has the effect in the product of reducing the value of whatever it multiplies or "of-ed". We say a quarter of something meaning a quarter times something. A decimal bigger than 1 makes whatever it multiplies bigger in the product. 1.5 for example times something makes the product half as big again as the number it's multiplying. When we multiply a decimal greater than zero but less than 1 by a decimal bigger than 1, the product may still be bigger than 1.
