Let q=quantity he makes and sells.

His cost is 18q and his revenue is 30q.

His profit is 450=30q-18q=12q so q=450/12=37.5. So to make at least $450 he must sell 38 manipulatives.

12×38=$456 so he will surpass his goal after selling 38.
