y = mx + b

Put the given (x, y) points and known slope into the equation, and solve for b (the y-intercept):

-3 = 1 (- 2) +b

-3 = - 2 + b

b = -1

Now you can write out the second equation and line that is parallel to your equation.  The slopes will be the same for parallel lines.

y = -x -1
